- Add localization-service microservice (locale resolution, translations)
- Add frontend API routes /api/locale and /api/translations/[locale]
- Add LocalizationProvider and localization context
- Integrate localization into layout, EmptyChat, MessageInput components
- Update MICROSERVICES.md architecture docs
- Add localization-service to workspaces
