feat: default locale Russian, geo determines language for other countries

- localization-svc: defaultLocale ru, resolveLocale only by geo
- web-svc: DEFAULT_LOCALE ru, layout lang=ru, embeddedTranslations fallback ru
- countryToLocale: default ru when no country or unknown country
